If you added On My iPad as a favorite a long time ago, at some point trying to open it may show a disk that’s apparently empty. I created a post on the Apple Developer Forums and Apple confirmed that it’s an iOS issue: https://developer.apple.com/forums/thread/807611

Until Apple fixes this issue, the workaround is to remove the favorite and add it again.
